The article deals with threat recognition, which is an integral skill set for law enforcement, Customs and border security officers. The research described in this article focuses on specific issues related to human brain function and its connection to non-verbal behavior. The authors emphasize that recognizing non-verbal communication can improve the Customs and border security efficiency. By combining professional training in non-verbal behavior, paralinguistic signals and facial recognition, Customs and border security officers would be far more adept at interpreting quickly and properly the emotions and intentions of those who cross the border. From a Customs perspective, the ability to read non-verbal behavior of individuals will assist in the&#13;
prevention of smuggling, human trafficking and illegal weapons or cargo transport across state borders.

The research described in this paper focuses on specific issues of scientific support of Customs affairs in the context of strategic priorities. The paper highlights the importance of creation and further development of the State Research Institute of Customs Affairs aimed at designing a scientific approach to the implementation of measures for optimization and improvement of Customs efficiency. The author suggests viewing the research works ordered by the State Customs Service of Ukraine since 2009, which concern the issues of creating an effective risk management system in the field of Customs and its use in ensuring Customs security. The&#13;
latest scientific works in the field of control over the preservation of the objects of cultural value, Customs audit system in Ukraine, the Customs value of goods as well as Customs Encyclopedia, a monograph and the Annotated Index are also described in the paper.

Foundation of new training educational institutions or changing a status of a training center (transformation of the Customs training Center to the Customs Academy) sets complicated tasks to determine its organizational structure and insure an efficient training process. For the solution of above tasks some efforts were made in this article based on the system approach to bring out core elements of educational process and factors affecting on efficiency and manageability of educational processes. Sole criterion of efficiency is training of highly professional specialists with knowledge of relevant legislative base and strong skills in organization of Customs procedures. The approach described in the article is based on the following: optimal structure of the Customs training center – developed training facilities – usage of effective training models – organization of training process based on information technologies. One more feature of this approach is based on the proposal to widely use the simulation models of Customs procedures for upgrading listeners’ practical skills.
