Аннотация: In this article, the progressive development and codification of international&#xD;
customs law as a type of law-making activity in international customs relations&#xD;
is characterised and a new definition of this activity is proposed. It is&#xD;
demonstrated that the progressive development and codification of&#xD;
international customs law took place long before the establishment of the&#xD;
World Customs Organization (WCO) and the World Trade Organization, and&#xD;
that its implementation occurred within the framework of the League of&#xD;
Nations and the United Nations. The most common legal forms of regulatory&#xD;
consolidation resulting from the progressive development and codification of&#xD;
international customs law are identified. Using the example of five universal&#xD;
conventions of the WCO, indicators of recognition of the provisions of these&#xD;
conventions by its members, such as the number of WCO members, and the&#xD;
number of contracting and non-contracting parties, are analysed.</description>

характеристикою природи основних принципів міжнародного права проаналізовано&#xD;
також інші види принципів міжнародного права, визначено їх зв’язок із нормами&#xD;
міжнародного права. З урахуванням останніх результатів діяльності Комісії&#xD;
міжнародного права ООН розглянуто імперативні норми загального міжнародного&#xD;
права jus cogens. Аргументовано зв’язок між такими видами суб’єктів міжнародного&#xD;
права, як народи та держави, проаналізовано правову природу автономних митних&#xD;
територій як учасників міжнародних відносин. Особливу увагу приділено розгляду&#xD;
проблематики, пов’язаної з існуванням спірних територій і вирішенням міжнародних&#xD;
спорів, що виникли на їх основі, а також актуальних питань застосування мирних&#xD;
засобів вирішення міжнародних спорів, міжнародного правосуддя та відповідальності в міжнародному праві тощо.</description>

Аннотация: When studying international customs law, researchers primarily associate its current development with the activities of two international organisations – the World Customs Organization (WCO) and the World Trade Organization (WTO). At the same time, contributions to its formation, codification and progressive development were made by other international organisations as well, whose legal status, history and outcomes of activities remain largely unexplored to this day. One such organisation was the International Union for the Publication of Customs Tariffs (Publication Union), which operated from 1891 to 2017. The aim of this article is to address existing gaps in the scholarly study of the contributions of this economic international organisation to the formation, codification and progressive development of international customs law, as well as its impact on national customs law. The article examines the prerequisites for the establishment, termination and results of activities of the Publication Union.</description>

Аннотация: Artificial intelligence (AI) is one of the most relevant objects of scientific&#xD;
research. The purpose of the article is to cover the evolution of rulemaking&#xD;
activities of international organizations on AI issues and determine&#xD;
the prospects for using soft law and hard law acts to externally consolidate&#xD;
the results achieved as a summary of its results. Using historical and logical&#xD;
methods, the history of the emergence of AI was investigated. Based on the&#xD;
methods of analysis and synthesis, the results of rule-making activities on&#xD;
AI issues carried out by the OECD, UNESCO, EU and CE were studied.&#xD;
The use of comparative and hermeneutic methods contributed to the study&#xD;
of the structure and content of soft law and hard law acts developed by&#xD;
international organizations in this area, etc. It is found out that the implementation&#xD;
of rule-making activities in the field of AI by international organizations&#xD;
has contributed to the expansion of the subject of legal regulation&#xD;
of international law at the expense of international relations on AI issues.&#xD;
The soft law and hard law acts analyzed in the article may in the future receive&#xD;
the status of global standards for regulating relations in the field of AI&#xD;
and, complementing each other, form the primary basis of a new field of&#xD;
international law called “International AI Law”.</description>
